Prosper Coordinating Metropolitan District

Prosper Coordinating Metropolitan District (“District”), is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, and television relay and translation improvements of the District, and the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Amended and Restated Service Plan for the District approved by the Board of County Commissioners of Arapahoe County on October 29, 2019, as it may be further amended from time to time (the “Service Plan”).

The District was organized, together with Prosper Metropolitan Districts Nos. 1 – 10, Prosper Regional Water & Sanitation Service Metropolitan District, Prosper Water & Sanitation Financing Metropolitan District, and Prosper Park & Recreation Financing Metropolitan District (collectively, “Prosper Metropolitan Districts”) to serve the approximately 5,144 acres generally referred to as the Prospect development (the “Service Area”). Prosper Metropolitan Districts Nos. 5 – 10 are currently on inactive status.

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Service Area. The District is located in Arapahoe County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that Arapahoe County does not provide.

The Prosper Metropolitan Districts may, in aggregate, incur a maximum debt of $1,600,000,000. Ad valorem property taxes or any other legally available moneys may be used to repay such debt.

Of that aggregate debt authority, the amount of debt the Prosper Coordinating Metropolitan District  is authorized to issue and the maximum debt mill levy cap is as follows:

District Maximum Debt Amount: $1,000,320,000

Debt Mill Levy Cap: 0.0

*Aggregate Maximum Debt Amount = $1,600,000,000

** No portion of property within the Development shall be subject to an aggregate overlapping District debt service mill levies greater than 86.836 mills, subject to adjustment from January 1, 2019, so long as the ratio of debt to assessed valuation of property in the applicable District is 50% or less.

The District is not authorized to impose a debt mill levy but may impose a mill levy for other purposes.

The District must file an Annual Report to Arapahoe County, Arapahoe County Clerk and Recorder, the Division of Local Government, and the State Auditor.

The District’s boundaries overlap with the boundaries of Arapahoe County, Bennett School District #29, Arapahoe Library District, Arapahoe County L.E.A., Bennett Fire Protection District, West Arapahoe Conservation District, Arapahoe School District #28J, Urban Drainage and Flood Control District, and Urban Drainage and Flood Control District South Platte. The District’s boundaries overlap with the boundaries of the Prosper Park & Recreation Financing Metropolitan District, and Prosper Water & Sanitation Financing Metropolitan District. The District’s boundaries do not overlap with Prosper Metropolitan Districts Nos. 1 – 10, or Prosper Regional Water & Sanitation Service Metropolitan District.

Prosper Park & Recreation Financing Metropolitan District (“District”) is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, and television relay and translation improvements of the District, and the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. ** No portion of property within the Development shall be subject to an aggregate overlapping District debt service mill levies greater than 86.836 mills, subject to adjustment from January 1, 2019, so long as the ratio of debt to assessed valuation of property in the applicable District is 50% or less.

The District is not authorized to impose a debt mill levy but may impose a mill levy for other purposes.

The District must file an Annual Report to Arapahoe County, Arapahoe County Clerk and Recorder, the Division of Local Government, and the State Auditor.

The District’s boundaries overlap with the boundaries of Arapahoe County, Bennett School District #29, Arapahoe Library District, Arapahoe County L.E.A., Bennett Fire Protection District, West Arapahoe Conservation District, Arapahoe School District #28J, Urban Drainage and Flood Control District, and Urban Drainage and Flood Control District South Platte.  The District’s boundaries overlap with the boundaries of the Prosper Park & Recreation Financing Metropolitan District, and Prosper Water & Sanitation Financing Metropolitan District.  The District’s boundaries do not overlap with Prosper Metropolitan Districts Nos. 1 – 10, or Prosper Coordinating Metropolitan District.

Prosper Metropolitan District Nos 5-10 (Inactive Districts) 

The Prosper Metropolitan Districts may, in aggregate, incur a maximum debt of $1,600,000,000. Ad valorem property taxes or any other legally available moneys may be used to repay such debt.

Of that aggregate debt authority, the amount of debt the Prosper Metropolitan District Nos. 5-10  are each authorized to issue and the maximum debt mill levy cap is as follows:

District Maximum Debt Amount: $959,520,000

Debt Mill Levy Cap:  55.664

*Aggregate Maximum Debt Amount = $1,600,000,000
